Professor Kavranoglu graduated from Electronics and Telecommunications Department of Technical University of Istanbul (ITU), Turkey in 1984. He received his Masters and PhD degrees both from Electrical Engineering Department of California Institute of Technology (CALTECH) in 1986 in 1989 respectively.

He became an Assistant Professor in 1989, Associate Professor in 1993 and Professor in 2009. He has many published academic articles and other publications.

He returned to Turkey in 1997 to focus more on the technology business as an entrepreneur and initiated a series of technology start-ups. He stayed in the business world between 1997 and 2009 focusing on technology and product development and services mainly in the areas of Mobile and Satellite Telecommunications, GPS tracking systems.

Professor Kavranoglu served as Deputy Minister for the Ministry of Science, Industry and Technology for four years between 2011 and 2015. He was the first ever appointed Deputy Minister right after deputy minister position was instituted in Turkey. He served as Senior Advisor for the President of Turkey responsible for Science, Technology, Industry, Education and University policies for four years between 2015 and 2019.

During his eight years of tenure in the public service, first as Deputy Minister and then Senior Advisor for the President of Turkey, among other roles and responsibilities, Professor Kavranoglu focused mainly on the following fundamental questions and problems:

1- Why is Turkey unable to become a developed nation? What are the problems? Is there something wrong with its system of governance, and if yes what is wrong with the system? Why do the underdeveloped nations never get out of underdevelopment? Is this their true destiny?

2- What are the key underlying points in the systems of the developed nations? How do the develop nations achieve prosperity and success? Are they just lucky or is there a methodology and system they instituted to succeed and stay prosperous?

3- What can Turkey do to become a developed, prosperous country? Is it possible at all? If possible, how can this be achieved through a smooth transformation and reform process?

4- What are the problems with Turkish education system? Why are the Turkish universities not at the desired level of success? How can the education system and higher education system be reformed to be among the best in the world? How can we learn from good examples and adopt them appropriately?

5- How can Turkey resolve its human resources quality problem?

6- What can be done to make Turkey one of the most attractive places on earth to work as a scientist or to do business as a high tech entrepreneur?

7- What can be done to transform Turkish economy and society into a Knowledge Economy and Knowledge society?

Professor Kavranoglu envisions his duty similar to the role of a conductor in a symphony orchestra, as a synchronizer of many disciplines for a common goal of developing beautiful solutions for complex problems. As such he sought the cooperation and worked with a large team of volunteers from the pool of excellent scientists, entrepreneurs, ngos and public servants around the world to investigate these points and develop viable solutions for eight years during his tenure in public service. After fully analyzing the problems and possible solutions, a set of execution steps have been developed to implement the most viable solution. Accordingly, draft legislations for Science, Technology, and Industry and Education policies have been prepared within a grand vision of policy package. This reform package devices a new policy making system and draft laws that covers the education polices, university policies, industry policies, health-care policies and all aspects economy, health, education, science, technology, defense, agriculture … in an integrated manner.
